REGISTRATION OF FRENCH NATIONALS LIVING ABROAD is now done exclusively by postal mail, Email, or upon a passport rendezvous.

Under decree n° 2003-1377 of December 31, 2003, the former consular registry is replaced by the Register of French Nationals Living Abroad.

The Purpose of the Register of French nationals living abroad is to allow the Consulate General to identify and locate the French community in its consular jurisdiction, and to better provide consular protection. It is also intended to make it easier for registered French nationals to complete administrative formalities, receive information from the Consulate, and gain access to certain procedures and services.

Registration is simple, easy and open to all French citizens who live in the circumscription of New York.

- Simple : with your French passport or national ID, and proof of residency.

- Easy : online, via the post, Email (chancellerie@consulfrance-newyork.org); or automatically upon application for a passport or a French ID. In the event of a change of address to a different consular jurisdiction, the registration will be automatically transferred upon receipt of a written request (by mail or fax).

- Open : in the absence of a proof of legal status from the local authorities, you may provide proof of your current address.

This registration is individual, free of charge and valid for five years. A summery of the information, as well as a consular card, can be provided if he or she wishes it.

1. Required documents



French passport, valid or up to 2 years after its expiration date, or a French National ID, or any other proof of French citizenship (certificate of French nationality, naturalization certificate, declaration of acquisition of French citizenship, copy of Extended-form of birth certificate for people born in France to at least one parent also born in France).

Proof of address or status:
U.S. Drivers License or non-Driver ID, telephone bill, electric bill, gas bill, tax returns; otherwise, if none of the above can be provided, a bank statement or any other document which bears and can prove the address and the name of the person, may also be accepted.

For married/divorced persons:
a family record book (livret de famille), marriage certificate or birth certificate which mentions marriage/divorce.

For minors:
the family book record (livret de famille) with the child(ren)’s name(s) + a valid certificate of residency + an official ID (passport, national ID card…)

Military service:
(for men born after October 1, 1980, and women born after October 1, 1983): certificate of being drafted or of participating at the Defense Preparation Day (JDC/JAPD).
Please note: the latter is required for certain exams (high-school Baccalauréat diploma), competitive exams (councours) and employment positions.

ID photo bareheaded upon a neutral background (white or gray), 6 months old at the most, in 35mm x 45 mm format (1 ¼ inches x 1 ¾ inches).

PLEASE NOTE: Do not forget to send us the ID photo via postal mail, even if your registration request is done by Email.

2. Registration by post or by email

- Registration form (see below)
- the copies of the required documents
- 1 ID photo : please scan it at 3,5 x 4,5 cm fomat
- 1 stamped envelope in order to send back your consular identity card and the personal info summary

You may also scan and send the signed registration form along with the required documents and your ID photo, by Email, to: chancellerie@consulfrance-newyork.org

3. Renewing your registration via the post

- your proof of residency or address
- 1 ID photo : please send to the following format : 3,5 x 4;5 cm
- 1 stamped envelope in order to send back your consular identity card and the personal info summary
